The State Duma has finally agreed that Russia needs "humane traps."
This combination sounds oxymoronic but reflects progressive change. Old traps, which catch a fur animal by the feet, have been used for the last 60 years. They are truly barbaric - the animals die a long and agonizing death. What is offered instead? Also death, but it will be instant - a better choice for any living being in a fatal situation.
The Duma-approved bill on ratifying the agreement on international humane trapping standards affecting 19 species of wild animals must be approved by the Federation Council and the president. The European Union and Canada have been waiting for Russia's decision for a decade now. The three sides signed it in April 1998, but it cannot come into force until every side completes the required legal procedures.
The Duma rejected the agreement initially because it means a considerable increase in expenses for hunters. Later on, Deputy Minister of Agriculture Vladimir Izmailov demonstrated to the MPs a tiny "humane trap" (weighing 400 grams). He explained that hunters will not have to pay too much - factory price will be a mere 170 rubles (a little over $7). Moreover, the re-equipment process will take from four to eight years.

Russia’s armed forces will not only be stronger in future. They will also be better dressed. A couture collection of new military uniforms has been shown to President Putin by Valentin Yudashkin, the country’s famous clothing designer, at a fashion parade in the Defence Ministry headquarters.
Chisel-jawed servicemen and leggy female models stood to attention in chic fur collars, stylish peaked caps and goldembroidered tunics as Mr Putin, the Commander-in-Chief, examined the dashing new look on Monday.
He remained impassive while Mr Yudashkin and Vladimir Isakov, the Deputy Defence Minister, explained the finer details of the uniforms, but was said later to have approved the designs for general introduction.
The uniforms will get their first public display in Red Square on May 9 in a parade marking the Soviet Union’s victory over Nazi Germany in the Second World War. Controversially, Mr Putin is also reviving the Soviet-era practice of parading tanks and nuclear missiles on the square past Lenin’s tomb.
Fashion commentators said that the uniforms revived some of the glamour of Russia’s imperial tradition in combination with its recent Soviet history. Izvestia newspaper said that the designs recalled the Hussar style of 19th-century Russia. The Soviet Red Star, which Mr Putin restored in 2002 along with the former Soviet anthem, has been replaced by the imperial double-headed eagle.
The defence ministry spent £2 million to commission the designs of new uniforms for the army, navy and air force. Full-scale production is expected to begin this year, at an estimated cost of about £300 million. |

Sam Haskins didn't ask for a fur coat for Christmas. But he got six of them.
Haskins, the new owner of a hardware store, made an unexpected discovery early this month when he started poking around the basement: a climate-controlled vault containing six fur coats, about a dozen suits and some dresses and hats, apparently untouched since the late 1970s.
"The fans were spinning and the furs were spotless," said Haskins. "Everything inside was very nice and clean. The fan was set on 65 degrees and that is exactly what the thermometer read. Everyone wants to know who has been paying the electricity bill."
Haskins, 56, bought J&H Hardware in May and the building - a three-story structure on the village square - in September. In surveying the basement, he figured there might be usable space hidden behind a wall that had hinges on it.
With son Jeremy Haskins, 27, he rented an electric hammer and then a jackhammer and eventually bored through 18 inches of brick and mortar, four inches of wallboard and then a cement wall to find the room once used by Royal Furriers, a business that closed in the late 1970s.
Haskins said he had no idea what the coats are worth, but planned to have them appraised.
It was unclear whether anyone could step forward to claim a long-lost coat - or whether anyone who did would be on the hook for 30 years of storage fees. |

Britney Spears rang in her 26th year on Sunday and although she didn't have her kids with her, she was surrounded by friends, fun and plenty of swag.
At 9:56 p.m., Spears and her pals Alli Sims and Sam Lufit arrived at the Scandanavian Style Mansion where Sharon Stone was hosting a party. OK! magazine reports that around 11 p.m., a small chocolate birthday cake was presented to Spears and a small crowd broke in to “Happy Birthday.”
Editor-in-chief Sarah Ivens says that the pop princess seemed to be in a much better state that the last time the two were together; during a disastrous photo shoot that resulted in an unfortunate incident with Spear's dog and a Zac Posen dress. “Britney looked slim and pretty,” Ivens says. “I just kept thinking how much better it was this time around than the last time we spent time with her. We really hope this birthday and her new age will be a turning point.”
And in case you were wondering, the gifting suites at the Mansion made sure the birthday was a memorable one for Spears. She reportedly received the following:
